Extract begins: I am notified by H.M's Consul Genebal

at Canton that that Government has attempted without success to obtain control of the Shameen telegraph office, and has made a threat of breaking its communication with the main office in Canton. Mr. Jamieson replied that if such an event happened the Government of Hongkong might take charge of the Chinese telegraph system in Hongkong. I ask your permission to take this step if necessary which the superintendent of the Eastern Extension Telegraph Company here agrees would be perfectly justifiable. Strict neutrality is observed between the two stations (Shameen and Hongkong) and will be observed in the

future.--
